1. The All-Russian Extraordinary Commission … integrates the activities of the local Extraordinary Commissions and has as its direct aim the struggle against counter-revolution, crime,

and profiteering in every part of the Russian Socialist Federated Soviet Republic.

2. The All-Russian Extraordinary Commission is an organ of the Sovnarkom and works in close contact with the People’s Commissariats of the Interior and Justice.

3. Members of the All-Russian Extraordinary Commission are appointed by the Sovnarkom.

4. The chairman of the All-Russian Extraordinary Commission is a member of the Collegium of the People’s Commissariat of the Interior.

5. The People’s Commissariats of the Interior and of Justice have representatives in the All-Russian Extraordinary Commission.

6. The budget of the All-Russian Extraordinary Commission must be approved by the Sovnarkom.

7. The All-Russian Extraordinary Commission and the local Extraordinary Commissions have the right to maintain special military units…

All military units, both of the All-Russian Extraordinary Commission and of the local Extraordinary Commissions, are under the control of the Revolutionary War Council of the Republic.

8. The local Extraordinary Commissions have jurisdiction over all cases of counter-revolution, profiteering, and crime.
