The Council of Ministers of the USSR and the Central Committee of the All-Union Communist Party (Bolshevik) resolve:
1. In conformity with the Resolution of the Council of Ministers of the USSR and the Central Committee of the All-Union Communist Party (Bolshevik) on the creation of a Council on Collective Farm Affairs in the government of the USSR, to form a Council on Collective Farm Affairs with the following members: [here follows a list of 39 names]
2. To appoint: A. A. Andreev, Chairman U. M. Andreanov, Vice-Chairman N. C. Patolichev, Vice Chairman G. V. Perov, Secretary
3. To establish that the Council on Collective Farm Affairs has its representatives in the republics and regions in the capacity of controllers from the Center, independent of local authority.
4. To direct the Council on Collective Farm Affairs to work out, and submit for approval by the Council of Ministers, Regulations of the Council on Collective Farm Affairs and a plan of work.
