Tatar State Sovereignty

Supreme Soviet of the Tatar Soviet Socialist Republic (Tatar SSR), Act of State Sovereignty of the Republic of Tatarstan. October 24, 1990

Based on the Declaration of State Sovereignty of Tatar SSR, taking into account the current situation under which the Republic of Tatarstan is deprived of quota in the USSR Supreme Soviet and of its right to take part in signing the Treaty on the Economic Commonwealth of Independent States, the Supreme Soviet of Tatar SSR resolves:

1. The Supreme Soviet of the Republic of Tatarstan reaffirms its adherence to the principles of the Declaration on State Sovereignty of Tatar SSR, which shall not be a subject of any revision. All state and management bodies shall implement these principles and fill the sovereignty with real content.

2. The Republic of Tatarstan as a sovereign state expresses its will and determination to enjoy full rights of representation in the USSR’s Supreme Soviet, other state and inter-republican bodies of the USSR, as well as in its organizations and states. Tatarstan declares its right to participate in drafting and signing agreements between republics which have an influence on the interests of the Republic of Tatarstan.

3. Taking into account the extraordinary importance of the Act on the state sovereignty of Tatarstan, realizing the responsibility assumed by supreme bodies of state republican power, by multinational people of Tatarstan the Supreme Soviet of the Republic of Tatarstan resolves to charge the Cabinet of Ministers to submit in a month to the Supreme Soviet for consideration the analysis-forecast of changes in political, legal, social and economic position of the Republic of Tatarstan as a result of adoption of the Act of the State Sovereignty.

4. On the basis of submitted documents and materials the Supreme Soviet shall be charged to prepare and to conduct the nation-wide referendum on the state status of the Republic of Tatarstan.
