In spite of all sorts of reports and rumors, the Military Revolutionary Committee hereby declares that it exists not to make preparations to seize power but solely to defend the interests of the Petrograd garrison and the democracy against counter-revolution and pogroms.

Citizens:
Counter-revolution is raising its head. The Kornilovites are mobilizing their forces to crush the All-Russian Congress of Soviets and to defeat the Constituent Assembly. At the same time pogrom-makers are waiting for a chance to instigate disorders and massacres.
The Petrograd Soviet of Workers' and Soldiers' Deputies assumes the defense of the revolutionary order against counter-revolution and pogroms.
The garrison of Petrograd will not allow any violence or disturbance. The population is requested to detain all hooligans and Black Hundred agitators, and bring them to the nearest military post ...
Citizens! We call upon you to maintain complete calm and self-control. The cause of order and of the revolution is in safe hands!
