Situation of the Civilian Evacuation Administration of the Evacuation Council (excerpt), as outlined by Pamfilov, director of the Civilian Evacuation Administration and deputy chairman of the Sovnarkom RSFSR.
1. Tasks of the Administration
The Civilian Evacuation Administration (CEA) is organized under the Evacuation Council and has these tasks:
a. organization of the evacuation of civilians from the regions along the front;
b. provision for the evacuated civilians while en route;
c. reception, settlement and employment of the evacuated civilians.In accordance with these tasks, the CEA will:
a. present to the Evacuation Council plans to evacuate civilians from regions along the front, including instructions about the dates and order of the evacuation, and the locations for settling the evacuees;
b. organize evacuation points, confirm the managers of the evacuation points, and direct their work;
c. organize through the local organs of Soviet power the evacuation of civilians from regions along the front and monitor the progression of echelons;
d. through the organs of the Commissariat of Health and the Commissariat of Transportation provide medical and sanitary care to the evacuated civilians when they are traveling and when they have been resettled;
e. through the organs of the Commissariats of Trade and Transportation provide food to the evacuees when they are traveling;
f. through the local organs of Soviet power, organize a reception for the civilians upon their arrival and settle them in population points according to the plan confirmed by the oblast executive committees or by the republican Sovnarkom;
g. organize the employment of able-bodied evacuees in industry, transportation, state farms and collective farms ;
h. through local organs of Soviet power, provide aid to needy families and to evacuated children in institutions.
i. exert control over the way that local organs of Soviet power are settling the evacuees in basic housing;
j. register the incoming evacuees, present to the Evacuation Council registration data, and supply information about the location of the evacuees.II. Structure of the Administration
An Administration Chief runs the CEA. The Administration Chief has three representatives, confirmed by the Evacuation Council.
The CEA Chief directs the entire Administration, issues orders and instructions on the basis of and in fulfillment of existing laws, resolutions and instructions of the Government and of the Evacuation Council, and makes sure these orders and instructions are enacted
The CEA has the following structure:
a. Evacuation Department: creates the civilian evacuation plans and transportation plans, dispatches the evacuees to areas of settlement, monitors the progression of the echelons, register the evacuees and settles the population in the oblasts, krais and republics;
b. Employment Department - organizes employment of the evacuees in industry and transportation and in state and collective farms
c. Department of Daily Services - directs the work of evacuation points, organizes the reception and settlement of evacuees in resettlement areas, and organizes their daily life (housing, supply of food and of manufactured goods)
d. Central Information Bureau - registers the evacuees and gives out information about the location of the evacuees.
