Due to the fact that recently enemy flights have been intensifying around the suburbs of Moscow, and taking into consideration the approaching winter and absence of suitable shelters in the suburbs, the Moscow Oblast Committee of the Communist Party and the Executive Committee of the Moscow Oblast Council consider it necessary to immediately evacuate children, mothers and pregnant women, and request the Evacuation Council of the Soviet Council of People's Commissariats to:
Allow the evacuation of 300,000 children and women from the suburbs of Moscow.
Assign destinations for the evacuated population.
Oblige the People's Commissariat of Transportation to allocate the necessary number of cars to evacuate the population of the suburbs of Moscow.
